Political context, problem definition and subsidiarity check Political context The Draghi report describes quantum as ‘the next trailblazing innovation in the computing field, [which] could open new opportunities for the EU’s industrial competitiveness and technological sovereignty’. Building on the Competitiveness Compass, which includes ‘quantum’ among the key tech sectors that will matter in tomorrow’s economy, this initiative presents a comprehensive strategy to ensure that the EU maintains a leading position in quantum technologies.
